摘　　要：澳大利亚的高等教育国际化是全球教育变革的缩影,展示了国际理念在教育领域的深度融合。其发展始于二战后,以满足全球化浪潮下的知识与经济需求为核心驱动。2008年发布的《澳大利亚高等教育评估报告》通过全面审视高等教育体系,精准锚定国际化关键维度,对深化高等教育改革提出了系统的建设性意见:在发挥高等教育对国家国际影响力的作用上,构建全球优质高教机构体系、提升高教对生产力及社会参与的推动效能、强化投资效益、拓展社会包容性、提高教育质量与认可度、完善高教与培训协同等;在提升国际竞争力上,通过政策引导与资金支持优化质量保障体系、合理分配资源,强化国际竞争实力;在软实力塑造层面,凭借学术影响力、文化吸引力汇聚人才,提升国际声誉,奠定了灵活多维的基础。通过对教育国际化策略的实施,澳大利亚不仅在全球教育市场中占据优势地位,还为其他国家的高等教育国际化改革提供了重要借鉴。The internationalization of Australian higher education refl ects global educational transformations,highlighting the integration of international concepts into the education sector.Its development began World War II,driven by the need to address the knowledge and economic demands of globalization.The“Review of Australian Higher Education”comprehensively examins the higher education system and identifi es key dimensions for internationalization,off ering constructive recommendations for deepening the reform of higher education.For giving full play to the role of higher education in the international infl uence,there is a need to build a global system of high-quality higher education institutions,to enhance the eff ectiveness of higher education in promoting productivity and social participation,to strengthen investment benefi ts,to expand social inclusion,improve education quality and recognition,and to improve the coordination between higher education and training.For enhancing international competitiveness,there is a need to optimize the quality assurance system through policy guidance and financial support,to take reasonable allocation of resources,and to strengthen international competitiveness;At the level of shaping soft power,there is a need to gather talents and enhance international reputation by relying on academic infl uence and cultural attraction,and to lay a fl exible and multi-dimensional foundation.Through these strategies,Australia has not only secured a leading position in the global education market but also provided valuable insights for the internationalization of higher education in other countries.
