摘  要:在数字化转型背景下,构建政府为主导的学前数字教育资源公共服务是因应新科技革命的时代诉求,是推进学前教育现代化的战略选择,对赋能学前教育高质量发展、实现学前教育基本公共服务均等化和支持幼儿的个性化学习都有着十分重要的意义。研究发现,政府在构建学前数字教育资源公共服务过程中主要存在的弊端包括理性认识缺乏,财政投入不足;规划引领滞后,监管机制不健全;决策主体单一,参与机制不完善;职能分工模糊,主体合作性差等。坚持公益至上、优质公平、决策民主、协同共治是构建政府为主导的学前数字教育资源公共服务的基本遵循。为促进学前数字教育资源公共服务高质量发展,需重点从以下方面着手:革新价值理念,加大财政投入;制定发展规划,健全市场监管;共享优质资源,消弭数字鸿沟;鼓励多元参与,促进科学决策;明确职责分工,加强部门协同。Under the background of digital transformation,constructing a public service system for pre-school digital educational resources led by the government is in response to the demands of the era of the new technological revolution,and it is a strategic choice to promote the modernization of pre-school education.It is of great significance for empowering the high-quality development of pre-school education,achieving equalization of basic public services in pre-school education,and supporting the personalized learning of children.Research finds that in the process of constructing the public service system for pre-school digital educational resources,the government mainly faces the problems such as a lack of rational understanding,insufficient financial investment;lagging in planning guidance,imperfect supervision mechanisms;a single decision-making subject,imperfect participation mechanisms;blurred functional division,and poor cooperative nature of the main bodies.Adhering to public welfare first,high-quality fairness,democratic decision-making,and collaborative governance are the basic guidelines for constructing the public service system for pre-school digital educational resources led by the government.To promote the high-quality development of the public service system for pre-school digital educational resources,it is necessary to focus on the following aspects:innovating value concepts and increasing financial investment;formulating development plans and improving market supervision;sharing high-quality resources and eliminating the digital divide;encouraging diversified participation and promoting scientific decision-making;clarifying responsibilities and divisions of labor and strengthening departmental collaboration.
