社区志愿服务的供给结构性失衡与持续性参与困境研究

摘　　要：推动志愿服务高质量发展,需要提升供给体系的适配性。在国家多重治理逻辑下,志愿组织面临着制度、资源、空间、能力等多重约束,使得其在社区内的基本类和专属类服务主要表现为跨域专业化供给、任务式供给、回应式供给、在地专业化供给、个性化供给、边缘式供给等模式。从某种意义来说,我国社区志愿服务供给生态体系就是上述供给模式的协同组合。本应深嵌社区的基本类服务供给缺位,导致专属类服务供给需超越能力范畴来补位,并主要依赖行政主导型服务供给,进而呈现强行政动员、碎片化、内卷化与同构化的结构性失衡困局,消解个体持续性参与机会与动力。破解社区志愿参与持续性困局,不仅在于激发志愿者个体内在参与动力,更在于优化社区志愿服务供给模式协同组合,推动专业化供给深嵌社区。To promote the high-quality development of voluntary service,it is necessary to improve the adaptability of the supply system.Under the logic of multi-level and multi-department government governance,the service supply of volunteer-involved organization in the community field is restricted by multiple constraints,such as system,resources,space,ability and so on.The basic and exclusive services in the community are mainly manifested in six modes:regional professional supply,task-based supply,responsive supply,local specialized supply,personalized supply and marginal supply.In a sense,the ecological system of community voluntary service supply in China is the collaborative combination of the above six models.The absence of basic service supply which should be embedded deeply in the community needs to be supplemented by exclusive service supply beyond the scope of capacity,and still only can rely on the administrative-led service supply,and then presents the structural dilemma of strong mobilization,fragmentation,internal roll-up and assimilation,eliminate the opportunity and motivation of individual continuous participation.To solve the persistent dilemma of community voluntary participation,it is not only to stimulate the internal participation motivation of individual volunteers,but also to optimize the collaborative combination of community voluntary service supply mode and promote the professional supply embedded in the community.
