“生育友好”视域下企业社会责任的内涵、动因与优化——基于Y省调查数据的分析

摘  要:构建具有本土化特色的生育支持政策体系、促进人口长期均衡发展是基于我国人口现状与经济社会发展需要而实行的重要战略,企业作为重要的社会主体,有义务履行“生育友好”社会责任。本文从理论视角探索构建企业“生育友好”社会责任的分析模型,并实证研究企业在生育支持政策的落实情况及其对女性生育意愿的影响及作用机制。研究发现,育龄职业女性对企业履行“生育友好”社会责任特别在企业育龄服务、生育休假、生育保险、职业发展、性别平等等方面的满意度直接影响其生育意愿。因此,建议要完善相关法律法规,促进女职工育儿与职场平衡,完善普惠性育龄服务,进一步优化企业“生育友好”社会责任的外部环境、激发企业履责内生动力来助力国家生育支持政策体系的建设与完善。The construction of a fertility support policy system with local characteristics and the promotion of long-term balanced population development are important strategies based on the current situation of China's population and the needs of economic and social development.As an important social subject,enterprises have the obligation to fulfill the social responsibility of"fertility friendliness".This paper explores the construction of an analytical model of"fertility-friendly"social responsibility of enterprises from a theoretical perspective,and empirically investigates the implementation of fertility support policies in enterprises and its impact on women's fertility intention and its mechanism.The study finds that working women of childbearing age are satisfied with the company's fulfillment of"fertility-friendly"social responsibilities,especially in terms of childcare services,maternity leave,maternity insurance,career development,gender equality,etc.,which directly influence their fertility intention.Therefore,it is recommended that relevant laws and regulations should be improved,a balance between childcare and workplace should be promoted among female workers,inclusive childcare services should be improved,the external environment of enterprises'"fertility-friendly"social responsibility should be further optimized,and the internal motivation of enterprises to fulfill their responsibility should be stimulated,so as to help the construction and improvement of the national fertility support policy system.
