摘　　要：目的研究分析当前我国中成药集中带量采购政策情况,以促进中成药集中带量采购环节中涉及的多部门主体利益诉求的均衡实现,助推三医联动改革进一步深化。方法基于政策工具、互动主体与三医联动维度搭建三维分析框架,对收集的63份中成药集中带量采购政策运用内容分析法进行统计研究。结果研究发现环境型政策工具使用较多,强制性政策工具的过度使用导致政策工具出现结构性失衡现象;互动主体在各维度的参与程度存在明显差异;三医联动各层次间上下联动性不足。结论应提高政策工具运用均衡性,优化内部框架结构;兼顾各方利益,增强互动主体参与积极性;强化三医联动各层次主体之间的协同联动能力。Objective To analyze the current centralized volume-based procurement(VBP)policies of Chinese patent medicine(CPM)in China,thus promoting the balanced realization of the interests demands of the multi-sectoral subjects involved in the VBP of CPM,and further deepening the reform of collaboration among health insurance,healthcare and medications.Methods A three-dimensional analysis framework was built based on the dimensions of policy tools,interaction subjects and the collaboration among health insurance,healthcare and medications.Moreover,the contents of 63 collected policies of centralized VBP of CPM were statistically analyzed.Results The study found that environmental policy instruments were widely used,and the excessive use of mandatory policy instruments led to structural imbalance of policy instruments.There were significant differences in the participation degree of the interaction subjects in each dimension.There was insufficient linkage between the"three-medical cooperation of health insurance,healthcare and medications"at all levels.Up-down linkage at all the three levels was lacked.Conclusion We recommend improving the balance in the use of policy instruments and optimizing the internal framework structure.At the same time,the interests of all interactive subjects must be taken into consideration,especially patients and pharmaceutical enterprises.It is necessary to strengthen the coordination and linkage ability among the subjects at the level of"three-medical cooperation of health insurance,healthcare and medications".
