摘　　要：印度通过多样化的话语修辞策略、行动策略以及多渠道的传播策略,将蓝色经济议程打造成一个强有力的叙事工具,以此塑造国家形象、传递价值观和实现战略目标。印度蓝色经济叙事呈现出多尺度嵌构式复合叙事结构,其内容不仅限于蓝色经济标志性的“可持续发展”叙事,还涵盖更广泛的议程。它既关涉到一般意义上的政策叙事,也关涉其国际体系叙事和身份叙事,并分别受到三重逻辑驱动,即发展逻辑、权力逻辑和身份构建逻辑。目前来看,这种叙事的影响力仍相对有限。蓝色经济的实践行动受到资金和技术不足等多因素限制,尚难以支撑其宏大的叙事框架,进而影响叙事可信度和实效性。印度重视蓝色经济叙事,凸显了海洋在其战略架构中的重要性,同时体现了其海洋战略思维某种程度的更新转变,更加注重“安全与发展并重”的战略布局。印度在蓝色经济领域对中国展开竞争性叙事,揭示了大国竞争新态势。尽管如此,中印蓝色经济合作空间依然存在。Based on the strategic narrative theory,this study constructs a research framework to analyze Indian blue economy narrative.Through various discourse rhetorical strategies,action demonstration strategies,and multi-channel communication strategies,India makes the blue economic agenda into a powerful narrative tool,so as to shape the national image,convey values and achieve strategic goals.This narrative presents Multi-scale Nested Complex structure.Its content extends beyond the “sustainable development” narrative of the blue economy,encompassing a broader agenda.The narrative is not only related to the general issue narrative,but also related to its international system narrative and identity narrative,which are respectively driven by three logic,namely,development logic,power logic and identity construction logic.At present,the influence of Indian blue economic narrative is still relatively limited.The practice of blue economy are constrained by many factors,such as lack of funds and technology,and it is still difficult to support Indian grand narrative framework,which in turn affects the credibility and effectiveness of narrative.India attaches increasing importance to the blue narrative,which highlights the importance of the ocean in its national strategic framework,and at the same time reflects the renewal and transformation of its marine strategic thinking to some extent,paying more attention to the strategic layout of “paying equal attention to safety and development”.India has launched a competitive narrative with China in the field of the blue economy,revealing a new trend in major power competition.Nevertheless,there is still space for China-India cooperation in the blue economy.
