摘　　要：人类遗传资源是国家重要战略资源,其保护和利用面临一系列挑战和问题,涉及样本安全和合法利用、支撑产业链建设和社区运营等方面。以北京脑科学与类脑研究所为例,阐述在推进人类遗传资源保护和利用方面的探索性实践和思考,包括支撑平台建设、顶层设计、共享模式等方面。在遵守相关法律法规的前提下,只有尊重资源所有者的权益,并充分考虑伦理因素,才能推动人类遗传资源保护和利用的科学化、规范化和高效化。Human genetic resources are important national strategic resources.Their protection and utilization face a series of challenges and problems,including the safe and legal use of samples,construction of supporting industrial chains and community operations.This article mainly takes Chinese Institute for Brain Research(CIBR)as an example to introduce exploratory practices and thinking in promoting the protection and utilization of human genetic resources,including support platform construction,top-level design,and sharing models.On the premise of complying with relevant laws and regulations,only by respecting the rights and interests of resource owners and fully considering ethical factors can we promote the scientific,standardized and efficient protection and utilization of human genetic resources.
