摘　　要：气候变化是当前最紧迫的全球性问题之一。然而,人类社会在应对气候变化的行动上却一直落后于设定的目标。在过去的数十年间,技术治理在推进“气候行动”中发挥着重要的作用。然而,“气候行动”从本质上是一个道德难题。目前应用于气候问题的技术治理理念不仅无法从根本上应对行动难题,还会带来更多的伦理问题。因此,对气候问题的技术治理应该遵循有限技术治理理论的基本原则。这要求对当前的主流范式进行三个重要的转型:(1)关注技术治理与道德批判之间的深层联动;(2)调整气候问题中技术治理的关注重点;(3)变革同质化的技术治理方案,挖掘多元文化与本土知识的价值。Climate change is one of the most pressing global issues at present.However,human society has been lagging behind the working plans in combating climate change.Over the past few decades,technical governance has played an important role in fostering"climate action".Nevertheless,""climate action"is essentially a moral dilemma.The philosophical basis of technical governance which is currently applied to climate issues is problematic.Therefore,it fails to address the action dilemma adequately,and it potentially introducing more ethical complexities.Hence,this study advocates for a shift towards a framework grounded in the theory of limited technical governance.This paradigm requires three important transformations:Firstly,it mandates a profound exploration of the deeper connections between technical governance and ethical critiques.Secondly,it calls for an adjustment of the research focus within technical governance,ensuring it is tailored to the unique complexities of climate-related issues.Lastly,it underscores the importance of changing the standardized technical governance models and embracing multiculturalism and indigenous knowledge systems,thereby fostering a more inclusiveand effective approachto climate governance.
