摘 要:政策执行是政策过程的关键环节,是检验政策目标是否得以实现的重要阶段。幼儿园在家庭教育政策执行过程中扮演重要角色。本研究以史密斯政策执行过程模型为分析框架,探讨幼儿园家庭教育政策执行过程中遭遇的现实困境,发现幼儿园家庭教育政策执行过程存在以下问题:政策文本存在内在限制,执行主体执行力缺乏,幼儿家长政策互动方式单一,幼儿园家庭教育政策供需错位。基于此提出幼儿园家庭教育政策执行的纾解策略:重视政策文本顶层设计,完善幼儿园家庭教育政策供给;激发执行机构动能,强化幼儿园政策执行效力;破除目标群体思维固化,提升幼儿家长政策认知度;优化政策环境监督,重塑良好家庭教育政策生态系统。Policy implementation is a key part of the policy process and an important stage in testing whether the policy objectives have been realized. Kindergartens play an important role in the implementation of family education policies. This study uses Smith's policy implementation process model as an analytical framework to explore the real-life dilemmas encountered in the process of kindergarten family education policy implementation, and finds that there are the following problems in the process of kindergarten family education policy implementation: Inherent limitations in the policy text;lack of implementation by the implementing body;a single way of interacting with the policy for parents of young children;and a mismatch between supply and demand for kindergarten home education policy.In view of these problems, the following strategies are proposed to alleviate the implementation of kindergarten family education policy: paying attention to the top-level design of the policy text to improve the supply of kindergarten family education policy, stimulating the kinetic energy of the executive body to strengthen the effectiveness of the implementation of kindergarten policy, eliminating the stereotyped mindset of the target group to enhance the parents' awareness on the policy, and optimizing the supervision of the policy environment to reshape the ecosystem of a good family education policy.
