开放循环论视角下高等教育普及化阶段的结构性困境与出路

摘  要:如何实现发展质量的进一步提升、促进普及化的真正落地,已成为教育强国背景下高等教育跨越“数量-质量”历史拐点的重大课题。本文根据开放循环论强调生成机制的有序性、动力机制的内在性、开放机制的内外联通性的哲学视角,建构高等教育普及化的结构及其维度的解释框架,并借此框架着重分析高等教育普及化的结构性困境及其创新出路。研究发现,高等教育普及化出现数量普及化与质量普及化错位、质量普及化偏离、内外循环不畅等结构性困境。为此,一要完善生成机制,优化高等教育结构体系,平衡各类高校支持力度;二要优化动力机制,完善评价与治理体系,赋能高等教育内部主体;三要坚持开放机制,提质数字化与国际化体系,推动形成国际国内双循环的新格局。According to the philosophical perspective of the open cycle theory, it emphasizes the orderliness of the generation mechanism, the internality of the dynamic mechanism, and the internal and external connectivity of the open mechanism, this paper constructs an explanatory framework of the structure and dimensions of the popularization of higher education, and focuses on the analysis of the structural dilemmas in the popularization of higher education and their innovative path. Therefore, it is necessary to improve the generation mechanism, optimize the structure and system of higher education, and balance the support of various universities;secondly, it should optimize the dynamic mechanism, improve the evaluation and management system, and empower the internal subjects of higher education;thirdly, we must adhere to the open mechanism, improve the quality of the digital and international system, and promote the formation of a new pattern of international and domestic dual circulation.
