创新驱动区域经济高质量发展的动力理论及实现路径——以陕西为例

摘　　要：创新驱动经济高质量发展是新时代我国经济社会全面可持续发展的国家战略,从理论高度解析创新驱动经济高质量发展实践对处于不同创新阶段的区域实现高质量发展具有较强的决策参考价值。陕西创新驱动经济高质量发展以科技成果转化为根本任务,采用混合驱动战略从创新中端进行动力驱动,动力模式具有政府主导的鲜明特点,政、产、学、研等创新主体与区域内部环境互动的频率、强度和深度显著增加,动力机制正在向以创新扩散为主要特征的发展阶段演化。创新驱动高质量发展还存在着市场动力不足,动力系统区域内部互动作用不强,开放度偏低、对外部创新要素吸引力不够,创新资源分布不均衡、极化效应明显,动力系统考核监督外驱力淡化等问题。陕西应通过以政府引导为手段、企业发力是根本,持续推进动力演化;全力打造“顶天立地”的高质量现代化产业体系,强化动力系统内生力;坚持以大开放促进大开发,提高区域对内对外开放水平;完善考核监督体系,发挥动力系统外驱力作用等路径实现创新驱动经济高质量发展目标。Innovation-driven high-quality economic development is a national strategy for China’s comprehensive and sustainable economic and social development in the new era,analyzing the practice of innovation-driven high-quality economic development in Shaanxi from a theoretical perspective provides a useful reference for regions in different stages of innovation to realize innovation-driven high-quality development.The high-quality development of innovation-driven economy in Shaanxi takes the transformation of scientific and technological achievements as the fundamental task,adopts the hybrid drive strategy to drive the innovation from the middle end,and the dynamic mode has the distinctive characteristics of government leadership.The frequency,intensity and depth of interaction between innovation subjects such as government,industry,university and research and the internal environment of the region have increased significantly.The dynamic mechanism is evolving to a stage characterized by innovation diffusion.Innovation-driven high-quality development still has some problems,such as lack of market power,weak region interaction within the power system,low openness,insufficient attraction to external innovation factors,unbalanced distribution of innovation resources,obvious polarization effect,and dilution of assessment and supervision external drive of power system.Shaanxi should continue to promote the dynamic evolution by adhering to the government guidance as the means and the enterprise effort as the fundamental;Make every effort to build a high-quality modern industrial system and strengthen the endogenous force of the power system;Adhere to the great opening up to promote great development,and improve the level of internal and external opening of the region;Improve the assessment and supervision system and give full play to the external driving force of the power system to achieve the goal of innovation-driven high-quality economic development.
