摘　　要：适度劳动是获得感、幸福感和安全感比较强的劳动,是高品质生活的重要组成部分。党的十八大以来,以习近平同志为核心的党中央坚持以人民为中心的发展思想,不断满足人民日益增长的美好生活需要,持续推动改革发展成果更多更公平地惠及全体人民,人民生活品质得到全方位改善。民生保障面不断拓展,民生保障力度不断增加,民生保障水平不断提升,民生保障针对性不断提高。适度劳动在宏观层面包括工作时间适度、就业机会充分、劳动参与率基本稳定、劳动关系和谐等;在微观层面包括工作生活平衡、工作稳定、收入合理、保障可靠、职业安全等。促进适度劳动必须要处理好经济建设与社会建设的关系,处理好教育、科技和就业的关系,处理好正规劳动力市场和非正规劳动力市场的关系。Moderate labor is a labor with a strong sense of gain,happiness and security,and is an important part of high-quality life.Since the 18th National Congress of the Communist Party of China,the CPC Central Committee with Comrade Xi Jinping at the core has adhered to the people-centered development philosophy,continuously met the people’s growing needs for a better life,and continued to promote the fruits of reform and development to benefit all people in a more equitable manner,and the quality of people’s lives has been improved in all aspects.The scope of people’s livelihood security has been continuously expanded,the intensity of people’s livelihood security has been continuously increased,the level of people’s livelihood security has been continuously improved,and the pertinence of people’s livelihood security has been continuously improved.At the macro level,moderate labor includes moderate working hours,sufficient employment opportunities,stable labor participation rate,and harmonious labor relations.At the micro level,it includes work-life balance,job stability,reasonable income,reliable security,occupational safety,etc.To promote moderate labor,it is necessary to properly handle the relationship between economic construction and social construction,the relationship between education,science and technology,and employment,and the relationship between the formal and informal labor markets.
