摘  要:水利新质生产力是新质生产力的重要组成部分和重要基础。着重探讨发展水利新质生产力面临的主要发展困境、存在的发展动力以及如何着力突破等问题,以科技、效能、质量、绿色四个维度为主线,分析发展水利新质生产力需要面对的主要纾困点;分析科技维度中的“智慧水利建设+数字技术应用”、效能维度中的“资源优化配置+资源高效利用”、质量维度中的“国家水网建设+管理制度建设”、绿色维度中的“倡导多元共治+绿色金融政策”等对发展水利新质生产力形成的动力;提出以加大研发投入力度提高水利智能化水平、以加强复合型人才培养提升科学决策能力、以加强标准执行保障工程质量和供水安全、以推进绿色施工和完善监测网站为突破口,化解水利新质生产力发展瓶颈的建议。New quality productive forces in water conservancy is an important part and foundation of new quality productive forces.Focusing on the main development dilemma faced by the development of water conservancy new quality productive forces,the existing development power and the strategic breakthroughs,and taking four dimensions of science and technology,efficiency,quality and green as the main line,this article analyzes the main dilemma relief points faced by the development of water conservancy new quality productive forces;analyze the driving forces behind the development of the new quality productive forces in water conservancy,including"wisdom of water conservancy construction+digital technology applications in the dimension of science and technology","optimal allocation of resources+efficient utilization of resources"in the dimension of efficiency,"construction of national water network+construction of management system"in the dimension of quality,and"advocating diversified and common governance+green financial policies"in the dimension of green;put forward to increase R&D investment to improve the intelligent level of water conservancy,to strengthen the training of composite talents to enhance the scientific decision-making ability,to strengthen the implementation of standards to ensure the quality of the project and the safety of the water supply,and to promote the green construction and improve the monitoring of the website as a breakthrough to resolve the bottlenecks in the development of new quality productive forces in water conservancy.
