党建赋能国有企业新质生产力的组态路径研究——基于30个案例的模糊集定性比较分析

摘　　要：党建是赋能国有企业新质生产力发展的重要力量,新的科技革命背景下发挥党组织优势促进中国式现代化企业建设,亟待探索高质量党建激活国有企业发展新动能的有效路径。基于TOE理论构建三维分析框架,运用模糊集定性比较分析方法,从技术、组织和环境三个维度对30个党建创新案例进行分析,以探究党建赋能国有企业新质生产力发展的核心影响因素及复杂因果关系。研究发现:首先,平台建设、体系完善、组织联动、保障强化、文化浸润、过程融入和实践导向7个影响因素均不能单独作为赋能国有企业新质生产力发展的必要条件;其次,党建赋能国有企业新质生产力发展存在高位推动、自主优化、动能培育、复合驱动、需求引导5种有效路径。研究表明,国有企业应完善党建智能平台、发挥各级组织动能及培养内生发展动力,实现培养高素质劳动力、提高自主创新能力和推动企业转型升级的目标。Party building is an important force that empowers the development of new quality productive forces of state-owned enterprises(SOEs),and it is urgent to explore the effective path of high-quality party building to activate the new kinetic energy for the development of SOEs by playing the advantages of party organizations to promote the construction of Chinese-style modernized enterprises in the context of the new scientific and technological revolution.Based on the TOE theory to construct a three-dimensional analysis framework,using the fuzzy-set qualitative comparative analysis method,30 cases of party building innovation are analyzed from the three dimensions of technology,organization and environment,so as to explore the core influencing factors and complex causal relationships of party building empowering the development of new quality productive forces of SOEs.The study finds:first,the seven influencing factors of platform construction,system improvement,organizational linkage,security enhancement,cultural infiltration,process integration and practice orientation cannot be taken as the necessary conditions for empowering the development of new quality productive forces in SOEs alone;second,there are five effective paths of party building empowering the development of new productive forces in SOEs,including high-level promotion,autonomous optimization,kinetic energy cultivation,composite drive,and demand-guided.The study shows that SOEs should improve the intelligent platform of party building,give full play to the kinetic energy of organizations at all levels,and cultivate the endogenous development power,so as to achieve the goals of cultivating high-quality workforce,improving the independent innovation ability,and promoting the transformation and upgrading of enterprises.
