摘 要:当前“校闹”已成为中国各级各类学校事业发展中存在的较大隐患,同时因“校闹”引发的令政府闹心、社会揪心、教师寒心、家长伤心的各种矛盾冲突,亦是新时代摆在党和政府面前的重要课题。通过对“校闹”行为特征及其危害的分析,从公共冲突治理学视角探析当前我国“校闹”引发的根源,发现其涉及社会认知尚存偏差、学校应急处置能力较弱、既有法规政策存有缺陷、媒体渲染扩散无边界化等方面。因此,要在“防治结合,重在有备”之理念重塑下,加强多方沟通交流机制与利益整合机制建设,并尝试构建起以地方政府、学校、学生及家属等核心利益相关者为主体的“校闹”多元参与共治机制。Presently,the acts that disrupt school order have become a big trouble in the develop-ment of schools at all levels in China.And all sorts of conflicts triggered by those acts disturbing the government,society,teachers and parents are the issues facing the Party and government.Based on the analysis of the behavioral characteristics and the harms of school disturbance,its basic causes are probed into from the perspective of public conflict containment.They are con-cerned with deviated social cognition,weak school emergency response,deficiency in the existing regulations and policies,and the limitless exaggerated diffusion of media.In order to contain and resolve school disturbance,a multi-subject mechanism is proposed involving the local govern-ment,schools,students and families.With the notion of“combining prevention and control with the emphasis on being prepared”,multi-party communication and benefit integration mechanism should be strengthened.
