科研"放管服"背景下高校科研财务助理制度落地的难点和建议——以某大学科研财务助理制度建设为例

摘　　要：目的国家在科研领域全面推进"放管服"改革背景下,分析科研财务助理制度实施现状、总结经验,提出岗位发展规划建议,促进高校科研财务助理的体系构建,为高校科研项目的顺利实施、提升科研财务管理水平提供有力保障。方法结合科研财务助理制度实施现状,以某大学科研财务助理制度建设为案例开展研究。结果众多高校将设置科研财务助理岗位作为落实科研"放管服"的重要举措,科研财务助理将成为高等院校科研管理的标准配置,科研财务助理体系的构建对高校科研管理意义重大。结论本研究提出的建议有助于科研财务助理制度的有效落实和职业的良性发展,对高校科研管理有着积极意义,但研究可能存在一定局限性,需进一步开展研究以更好地服务于高校科研财务管理。ObjectiveAgainst the backdrop of the comprehensive promotion of the"streamlining administration,delegating powers,and improving services"reform in the field of scientific research,this study analyzed the current implementation status of the research finance assistant system,summarized experience,and proposed suggestions for job development planning,promoting the construction of a system for research finance assistants in universities,and providing strong guarantees for the smooth implementation of scientific research projects and the improvement of research finance management level in universities.MethodsThis study based on the current implementation status of the research finance assistant system and taking the construction of the research finance assistant system in a certain university as a case study.ResultsMany universities would set up research finance assistant positions as an important measure to implement the"streamlining administration and delegating powers"in scientific research.Research finance assistants would become a standard configuration for scientific research management in higher education institutions,and the construction of a research finance assistant system was of great significance to scientific research management in universities.ConclusionsThe current situation analysis,case studies,and suggestions proposed in this study are helpful for the effective implementation of the scientific research financial assistant system and the healthy development of the profession,which has a positive significance for university scientific research management.However,the research may have certain limitations,and further research is needed to serve university scientific research financial management better.
