摘　　要：世界百年未有之大变局下,国际社会高度关注中国并迫切希望了解中国。党的十八大以来,以习近平同志为核心的党中央高度重视国际传播工作,对中国话语国际传播提出了一系列新要求,赋予了一系列新使命。国际话语传播与国际话语环境息息相关。当前,西方社会愈演愈烈的政治极化现象导致国际话语环境中斗争与排外情绪高涨,使中国话语国际传播在一定程度上陷入了“有理说不清”“说了听不到”“听了没人信”的困境。对此,应从“说理”“发力”“利人”着手,努力构建与实践优势相匹配的对外话语体系,以及具有世界影响力的国际传播体系,营造符合世界人民利益的国际话语环境,开创新时代中国话语国际传播新局面。In the context of the world great changes unseen in a century, the international community is paying close attention to China and is eager to understand it. Since the 18th National Congress of the Communist Party of China, the Central Committee of the Party, with Comrade Xi Jinping at its core, has placed great importance on international communication,proposing a series of new requirements and assigning new missions for the international dissemination of the Chinese discourse. Such dissemination is closely related to the international discursive environment. Currently, the escalating political polarization in Western societies has led to intensified struggles and xenophobia, resulting in a dilemma for China's international communication in a way of “having a point but unable to articulate it”, “speaking without being heard”, and “being heard but not believed”. As a response, efforts should be made to focus on “reasoning”, “taking initiative”, and “benefiting others”. We need to strive to construct an external discourse system that aligns with our practical advantages,as well as an international communication system with global influence. This will help create an international discursive environment in line with the interests of people around the world and establish a new landscape for the international dissemination of the Chinese discourse in the new era.
