摘 要:浙江农村的数字化监督实践,一定程度反映了当前我国数字化转型中技术运用与科层体制之间存在的互构关系。在“技术—组织”互构视角下,数字化监督平台通过技术嵌入和组织调适型构了农村监督的数字科层形态,也引发了纵向非均衡赋能问题:对高位层级而言,实现了提高监督效能、加强信息对称、延伸监督链条等作用;对末梢层级而言,则出现了穿透性压力传导、单向度信息透明、村监委主体性弱化等问题。引发纵向非均衡赋能的关键在于科层体制对技术运用的反塑作用,具体表现在纵向扩权的技术执行、技术本体论的认识误区以及监督主体的避责策略等方面。对此,基层监督的数字化探索应坚持把握问题导向、需求导向和价值导向,将技术赋能体现在赋权末梢监督组织、保障民主性监督以及优化监督体制机制等方面。This article took reflections on the practice of digitalized supervision in rural Zhejiang Province,and approached the interrelationship between the digitalize reform and the original bureaucratic system.From the perspective of mutual-construction between technology and organization,the digital supervision platform,which had constructed a digital bureaucracy of rural supervision through technology-embedding and organization-adaptation,had triggered vertical unbalanced empowerment issues.For high-level supervisors,it had achieved functions such as improving supervision efficiency,strengthening information symmetry,and extending the supervision chain.While for ending-level supervisors,it came out with problems such as penetrating pressure transmission,one-way information transparency,and weakened subjectivity of village supervision committees.The key to triggering unbalanced empowerment lied in the reverse shaping mechanism of organizations on technology,which was manifested in the vertical expansion of technological execution,misconceptions about technology ontology and strategies of supervisory subjects to evade responsibility.In this regard,this article proposed that the digitalization of grassroots supervision should adhere to problem-orientation,demand-orientation and valueorientation,where technological empowerment should be embody in empowering ending-level supervision organizations,ensuring democratic supervision and optimizing supervision system mechanisms.
