集体行动成就集体盛会的逻辑研究及治理思考——来自贵州“村 BA”的经验分析

摘　　要：基层治理是国家治理的基石,是实现国家治理体系和治理能力现代化的命脉所在,当前我国基层治理正在努力打造“人人有责、人人尽责、人人享有”的基层治理共同体以提高治理效能,而其中的重中之重就在于坚持人民的主体性。本研究立足于乡村民俗体育复兴的集体行动,以台盘“村BA”举办中存在的超经济现象为个案,借助参与式治理理论与集体行动理论对其走红历程进行全过程解构,以实现对中国基层治理的场景化解读。通过探寻“村BA”走红中的基层治理经验,研究发现,当个体对于集体文化的认同感强烈时,他们能够意识到参与集体行动的价值,从而形成可持续的集体行动。其走红的底层逻辑在于将参与式治理嵌入基层治理中以此实现集体行动。具体来说,共荣共责式赋权、众声齐聚式参与、利民为本式协作、互联共享式网络共同构筑了“村BA”走红的关键。Grassroots governance is the cornerstone of national governance and the lifeline for achieving modernization of the national governance system and governance capacity.The most important thing for grassroots governance is to uphold the people s subjectivity.Currently,China is striving to build a grassroots governance community where everyone is responsible,accountable,and engaged.This study is based on collective action for the revival of rural folk sports,taking the super economic phenomenon in the“Cun BA”event held in Taipan as a case study,deconstructing the entire process of its popularity,in order to offer a scenario driven analysis of grassroots governance in China and explore the grassroots governance experience in the rise of“Cun BA”.Research has found that the underlying logic behind the popularity of“Cun BA”lies in embedding participatory governance into grassroots governance to achieve collective action.Specifically,the key to the popularity of“Cun BA”lies in the empowerment of shared prosperity and responsibility,the gathering of voices for participation,the people oriented collaboration,and the interconnected sharing network.This empirical fact shows that promoting rural cultural and sports activities should ensure the direct participation of the people.When individuals have a strong sense of identification with the collective culture,they can realize the value of participating in collective action,which will form sustainable collective action.
