摘 要:本文基于城市住房租赁市场失衡的角度,重新解释了在我国特殊的经济社会情境下城市房价高企这一基本经验事实。利用国家统计局大样本城镇住户调查数据(UHS)以及城市宏观统计数据,构建了城市住房租赁市场失衡指标,考察了住房租赁市场失衡对房价的影响效应。研究发现,住房租赁市场失衡加剧了住房对基本居住功能的偏离,进而推升了房价。创新性地选取城市平均房龄作为租住家庭占比的工具变量,尽最大可能地缓解内生性问题的干扰,识别因果关系。面板工具变量法的估计结果显示,租住家庭占比每降低1个百分点,城市平均住房价格上涨0.88%。积极培育和发展住房租赁市场,加快推进“租购并举”,既可以让住房回归居住属性,也有助于遏制房价快速上涨的势头,应该是建立房地产长效机制的基石所在。Based on the perspective of the imbalance of the urban housing rental market,this article reinterprets the basic empirical fact that urban housing prices are high in my country's special economic and social situation.Using the large sample urban household survey data(UHS)of the National Bureau of Statistics and urban macro-statistics,we constructed the housing rental market imbalance indicators,and systematically investigated the impact of housing rental market imbalances on housing prices.The study found that the imbalance of the housing rental market aggravated the deviation of housing from the basic residential functions,which in turn pushed up housing prices.The study innovatively selects the average house age in the city as an instrumental variable for the proportion of rental households to minimize the interference of endogenous problems and identify causality.The estimation results of the panel instrumental variable method show that for every 1 percentage point decrease in the proportion of rented households,the average urban housing price rises by about 0.88%.The research conclusions show that actively fostering and developing the housing leasing market and accelerating the promotion of"encourage both housing purchase and renting"can not only return housing to residential properties,but also help curb the rapid rise in housing prices.It should be the cornerstone of establishing a long-term real estate mechanism.
