高校国家重大科技基础设施建设项目档案管理——以重大工程材料服役安全研究评价设施为例

摘　　要：高校建设的国家重大科技基础设施项目档案具有形成主体多元性、长时性、复杂性和管理机制独特性等特点。重大工程材料服役安全研究评价设施是首个由教育部部属高校牵头承建并通过国家验收的国家重大科技基础设施项目,本文结合该项目建设档案的管理实践,从规范性文件引导、档案分类方案与管理机制的关系,以及体现在归档材料中的项目特异性等方面,总结了高校在项目建设中档案管理的得失,阐明了制定高校大科学工程项目档案管理规范的必要性,提出了加强项目建设档案有效利用和知识开发的建议。The archives of Major National Science and Technology Infrastructure constructed by universities have the characteristics of diverse subjects,long-term,complexity,and unique management mechanisms.The Materials Service Safety Assessment Facilities is the first Major National Science and Technology Infrastructure constructed take the lead by a State-run university and successfully passed the acceptance.Based on the practice of the management of the project's archives,this article analyzes the gains and losses of archive management from the aspects of the function of normative documents,the relationship between archive classification and management mechanism,as well as the particularity of archive materials.It discusses the necessity of formulating archive management standards for Major National Science and Technology Infrastructure constructed by universities,and puts forward suggestions to the effective utilization of construction archives and knowledge development.
