摘　　要：系统回顾我国专精特新企业梯度培育政策的发展历程,并基于政策导向、工具分布和政策效力视角,采用文本分析法对政策体系进行深入评估。研究结果表明:第一,创新驱动企业发展、推进技术提升和加强服务支持是当前专精特新企业梯度培育政策关注的三大重点领域;第二,政策体系存在结构性失衡,具体表现为环境型政策工具使用频繁,而需求型政策工具明显不足,同时,政策工具内部类别单一、结构偏向问题突出,并且在支持企业国际化方面存在显著短板,制约了企业的可持续发展;第三,尽管政策总体效力较强,但政策间的联动性不够,协同性和可执行性仍需进一步提升。针对上述问题,提出优化政策工具结构、强化需求导向支持、提升政策协同性及精准匹配企业不同发展阶段需求的优化路径,以期为推动我国专精特新企业的高质量发展提供智力支持。This study systematically reviews the development process of China's gradient cultivation policy for Specialized and sophisti-cated enterprises(SSE).Based on perspectives of policy orientation,tool distribution,and policy effectiveness,a text analysis method is used to conduct an in-depth evaluation of the policy system.The research findings indicate that:Firstly,the three main focus areas of the current SSE cultivation policy are innovation-driven enterprise development,technological advancement,and enhanced service support;Secondly,the policy system exhibits structural imbalances,characterized by the frequent use of environmental policy tools,a significant lack of demand-oriented policy tools,a narrow range of policy tool categories,and a structural bias.Additionally,there is a considerable shorfall in support for enterprise internationalization,which constrains sustainable development;Thirdly,although the o-verall policy effectiveness is strong,the linkage between policies is insufficient,and further improvements are needed in policy coordi-nation and implementation.To address these issues,this study proposes optimizing the structure of policy tools,strengthening demand-driven support,enhancing policy coordination,and precisely matching policies to enterprises at different development stages.These recommendations aim to provide intellectual support for the high-quality development of SSE in China.
