全过程人民民主的教育生成机制与实践进路

摘　　要：全过程人民民主作为一种广泛而真实的新型民主形态,不仅在社会层面能推动全体人民参与民主治理,而且在教育领域能促使学生体认民主观念、生成民主意识和提升民主参与能力。聚焦到学校教育领域,全过程人民民主表现为学生民主意见征集、民主协商、民主决策以及民主监督等教育实现环节,并通过党委领导、公共议题和全员参与构成教育生成机制。为了让全过程人民民主植根于教育实践,学校需建立民主社区以变革学校治理形式,创设民主集体以优化班级管理结构,实施参与型治理以提升学生民主素养。Whole-process people's democracy,as a broad and genuine new form of democracy,not only promotes the participation of all people in democratic governance at the societal level but also encourages students to understand democratic concepts,cultivate democratic awareness,and enhance their capacity to participate in democracy within the educational sphere.In the context of school education,whole-process people's democracy manifests through various educational practices such as collecting students' democratic opinions,democratic consultation,democratic decision-making,and democratic supervision.This process is supported by the leadership of the Party committee,public issues,and the participation of all members,forming an educational generation mechanism.In order to make the whole-process people's democracy rooted in educational practice,schools need to establish democratic communities to promote changes in governance forms,create democratic collectives to drive the optimization of class management,and implement participatory governance to enhance students' democratic literacy.
