多重“晕染”:临时救助减贫效果感知的影响机理探析

摘　　要：临时救助作为社会救助体系的重要组成部分,发挥了“补短板”“扫盲区”“托底线”的关键作用,可以显著提升民生福祉、维护社会安定团结。本文运用扎根理论研究方法,探究了影响临时救助减贫效果感知的核心要素及其作用机理。研究发现,临时救助的政策属性、实施者素质、社会心理环境和家庭韧性四大过程要素是影响临时救助减贫效果感知结果的核心变量:临时救助政策属性为减贫效果感知奠定了“基础色调”,实施者素质增添了丰富的“色彩层次”,社会心理环境起到了“环境渲染”的作用,而家庭韧性则展现出了独特的“色调调和”能力并影响着最终感知的形成。基于以上分析,本研究将该机理提炼为临时救助减贫效果感知的多重“晕染”机理。这一发现不仅深化了临时救助的理论研究,也为优化临时救助政策设计、提升困难群众的减贫效果感知提供了理论参考与实践指导。As an important component of the social assistance system,temporary assistance plays a crucialrole in “filling up gaps”,“addressing blind spots”and“ensuring a basic safety net”,significantly enhancing people’swell-being and maintaining social stability and unity.This paper employs grounded theory research methods toexplore the core factors and their mechanisms that influence perceptions of temporary assistance’s poverty reductioneffectiveness.The study finds that four process elements,namely,the policy attributes of temporary assistance,the qualityof enforcers,the socio-psychological environmentand family resilience,are the key variables affectingperceptions of temporary assistance’s poverty reduction effectiveness,with the policy attributes of temporary assistancesetting the“basic tone”for perceptions of poverty reduction effectiveness,the quality of enforcers adding a rich“colorlayer”,the socio-psychological environment serving as an“ambient influence”and family resilience demonstrating unique“color blending”abilities that affect the formation of ultimate perceptions.Based on the above analysis,this study refines this mechanism into the“multiple diffusion”mechanism of perceptions of temporary assistance’spoverty reduction effectiveness.This finding not only deepens the theoretical research on temporary assistance butalso provides theoretical references and practical guidance for optimizing the design of temporary assistance policiesand enhancing perceptions of poverty reduction effectiveness among vulnerable groups.
