摘　　要：分析测试中心是高校开展日常教学和科学研究的支撑平台,是服务校内外的公共设施,是促进学校人才培养、为科学研究和社会提供服务重要基地。为使分析测试中心能够高效运行,全面释放效能,切实提升高校科研实力和人才培养质量,建立有效的运行管理机制是关键环节之一。从“人、财、机、法”4个方面入手,围绕中心组织架构科学化、管理模式高效化、人员薪酬与考核制度合理化和细分化、开放共享可持续化和专业化、安全管理严格化和标准化等关键因素探讨分析测试中心运行管理机制建设,为将分析测试中心建设成为复杂物质表征提供系统性解决方案的平台奠定制度基础。The center of instruments and analysis is a supporting platform for the daily teaching and scientific research work in universities.They are public facilities for providing services to in-and-out university duties.It serves to cultivate talents,and supports scientific research and social services.In order to make the Centers of Instruments and Analysis work effectively,fully unleash its potential,and enhance the research capability and talent cultivation quality of the universities,it is essential to establish a set of effective operation and management principles.We focus on the 4 aspects i.e.,“people,finance,equipment,and methods”,discuss the operation and management principles such as establishing adequate organization structure,effective management mode,decent and specialized remuneration&personnel assessment system,sustainable and professional opening&sharing approaches,and rigorous and standardized safety management for the construction of center of instruments and analysis.This may provide a foundation of principles for running the center as a platform providing systematic solutions for the complicated characterization and analysis of the matters.
