高校落实实验室安全主体责任的策略研究

摘　　要：实验室安全是高等教育事业不断发展、学生成长成才的基本保障。针对高校“双一流”建设背景下实验室安全责任落实面临的问题,提出基于责任矩阵的辨识实验室安全管理活动、明确实验室安全履责角色、分解实验室安全管理任务、划分实验室安全具体责任等举措。以实验室安全教育培训活动为例,从“明晰履责主体,知责守责”“精准执行任务,履责尽责”“强化保障机制,担责督责”等3个方面给出高校实验室安全责任实施策略。研究表明,基于责任矩阵的举措与实施策略对持续提升全员实验室安全责任意识和安全治理能力具有实践价值。Laboratory-safety management is a fundamental guarantee for the continuous development of higher education and the growth and success of students.In response to the difficulties faced in implementing laboratory-Safety responsibilities under the background of“Double First-class Project”construction in universities,measures based on responsibility matrix are proposed such as identifying laboratory-safety management activities,clarifying laboratory-safety responsibility roles,decomposing laboratory-safety management tasks,and dividing specific laboratory-safety responsibilities.Taking laboratory-Safety education and training activities as an example,implementation strategies for laboratory-safety responsibilities in universities are proposed from three aspects,i.e.,“clarifying the responsible parties,knowing responsibilities and abiding responsibilities”,“ensuring the execution of tasks,fulfilling responsibilities and completing responsibilities”,and“strengthening the guarantee mechanism,taking responsibilities and supervising responsibilities”.These measures and implementation strategies based on responsibility matrix are of practical value for continuously improving both the full-staff laboratory-safety responsibility awareness and laboratory-safety governance capacity in universities.
