数字治理何以滑向“数字负能”——基于技术、制度与文化的三重分析

摘　　要：在数智时代背景下,数字技术已成为推动国家治理现代化的重要驱动力。但数字技术在为基层治理“赋能”的同时,也可能产生“负能”效应,这就要求重新审视技术与治理之间的关系。构建“技术-制度-文化”整合性分析框架,用以理解当下中国社会的数字治理实践。研究发现,数字技术具有“治理可供性”,它本身具有趋向“善治”的技术属性。但数字治理并不是单纯技术问题,而是数字技术与科层制、社会文化互嵌的制度问题和文化问题。“数字负能”正产生于技术在嵌入制度体系与文化环境时产生的“异步”和“错配”。技术与制度、文化的“对接失败”意味着数字治理蕴含的技术逻辑与基层治理中的制度逻辑、文化逻辑之间存在内在张力。为此,在基层数字治理实践中,应当进行适当的组织制度调试与恰切的社会文化建设,实现技术、制度与文化的良性互动,以破解数字治理中的碎片化、内卷化和形式主义等顽疾,使数字技术真正成为实现“善政良治”的赋能工具。As we move towards the era of digital intelligence,digital technology has become a crucial engine driving the modernization of national governance.However,while digital technology empowers grassroots governance,it may also produce“negative”effects,necessitating a reevaluation of the relationship between technology and governance.This paper constructs an integrative analytical framework of“technology-institution-culture”to understand the current state of digital governance in Chinese society.This study finds that digital technology possesses“governance affordance”,inherently inclined towards“good governance”.However,digital governance is not a merely a technical issue,it is a matter of institutional and cultural embedding of“digital negative energy”arises from the“asynchrony”and“mismatch”that occur when technology is integrated into institutional systems and cultural environments.The“failure of alignment”between technology and institutions,as well as culture,indicates an inherent tension between the technological logic embedded in digital governance and the institutional and cultural logics present in grassroots governance.Therefore,in the practice of grassroots digital governance,appropriate adjustments to organizational institutions and suitable social cultural construction should be undertaken to achieve a positive interaction between technology,institutions and culture.This approach aims to address issues such as fragmentation,involution,and formalism in digital governance,ensuring that digital technology truly becomes an empowering tool for achieving“good governance”.
