摘  要:基于全局方向性距离函数与Global Malmquist-Luenberger(GML)生产率指数,测算2003—2021年大气污染排放约束下中国各省级行政区的全要素生产率,进而考察大气环境全要素生产率的地区差异、演进特征与驱动因素,并利用σ收敛法检验中国大气环境全要素生产率的收敛性。研究结果表明:2003—2021年,中国大气环境全要素生产率呈现较大波动趋势,且以2016年为分段点呈现出明显的分段现象;大气环境全要素生产率增长的地区异质性特征显著,且有巨大潜力,其重大制约为技术效率恶化,而驱动力主要来自技术进步;中国各省级行政区之间的大气环境全要素生产率未呈现收敛趋势,增长差距可能会继续扩大。最后,从转变经济发展方式实现低碳转型、积极利用清洁能源、限值高排放行业污染、改善环保管理和公众环保意识、加强省级行政区间合作共享防污技术与管理经验等方面,提出缩小大气环境全要素生产率差异的政策建议。Based on the global directional distance function and Global Malmquist-Luenberger(GML)productivity index,the total factor productivity(TFP)of various provinces in China under atmospheric pollution emission constraints from 2003 to 2021 is calculated.The regional differences,evolution characteristics,and driving factors of atmospheric environment TFP are then examined,and the astringency of China’s atmospheric environment TFP is tested using theσ-convergence method.The research results indicate that from 2003 to 2021,the TFP of China’s atmospheric environment showed significant fluctuations,with a clear segmentation phenomenon observed around 2016.Regional heterogeneity in atmospheric environment TFP growth is significant and exhibits substantial potential.Its major constraint is the deterioration of technical efficiency,while the driving force primarily stems from technological progress.The TFP of the atmospheric environment among Chinese provinces has not shown convergence trends,and the growth gap may continue to widen.Finally,policy recommendations are proposed to reduce TFP disparities in the atmospheric environment,including transforming the economic development mode to achieve low-carbon transition,actively utilizing clean energy,limiting pollution from high-emission industries,improving environmental governance and public environmental awareness,and strengthening inter-provincial cooperation in sharing pollution-control technologies and management experiences.
