摘 要:《教育强国建设规划纲要(2024—2035年)》提出“中小学生每天综合体育活动时间不低于2小时”的要求。从2小时政策的演变、学校体育是教育强国建设的重要内容、教育新生态创造的条件等分析了2小时提出的背景。从加快解决学生体质健康不强“顽症”、着重解决培养学生自主进行体育锻炼习惯的问题、地方改革经验有待上升为国家政策等说明了2小时实施的主要依据。从正确认识2小时改革的深意、系统谋划2小时的结构安排、一体化设计2小时体育活动内容、强化2小时体育活动的条件保障、完善体育运动伤害风险防控和处置机制等方面探讨落实工作的思考,希望为深化学校体育改革,落实好2小时工作,进一步增强学生体质健康做出理论引领和实践推动。The National Plan for Building a Strong Educational Nation(2024-2035)outlines the requirement that"the total time for comprehensive physical activities for primary and secondary school students should not be less than 2 hours per day."This paper analyzes the background behind the 2-hour policy,including its evolution,the role of school physical education in the construction of an educational powerhouse,and the conditions for creating a new educational ecosystem.It discusses the key reasons for implementing the 2-hour policy,such as addressing the long-standing issue of inadequate student physical fitness,fostering students'habits of independent physical exercise,and the need for local reform experiences to be elevated to national policy.The paper also explores the necessary considerations for implementing the policy,including the correct understanding of the deeper significance of the 2-hour reform,the systematic planning of the 2-hour physical activity structure,the integrated design of physical activity content,ensuring the necessary conditions for implementation,and improving the mechanisms for risk prevention and injury management in sports.The paper aims to offer theoretical guidance and practical support for advancing school physical education reform and successfully implementing the 2-hour policy to enhance students'physical health.
