城市居家养老群体社会支持体系的数字失能与完善——基于B市居家养老群体的调研

摘　　要：居家养老模式作为当前我国城市养老体系的主要形态,依托家庭、社区及专业化机构组织等不同社会主体积极参与,共同为老年人提供全方位的社会化养老服务,构建居家养老群体的社会支持体系,以满足居家养老群体的多元化需求。然而,数智时代的数字治理、数字金融及智慧养老等领域的发展,对居家养老群体的社会支持供给,尤其是社会支持如何有效适应并融入数字技术环境,提出了新的挑战与要求。由于居家养老群体社会支持体系在数智时代存在社会、制度、文化和技术四个维度的失能,老年群体的多元社会支持主体需要从构建数字包容性社会、修正完善数智时代涉老法律法规及制度、变革老年群体数智时代养老理念和加快迭代涉老数字技术四个维度着手改变,以促进城市居家养老群体的社会支持体系在数智时代的修正与完善。As the primary form of urban elderly care in China,the home-based elderly care model relies on the active participation of various social entities such as families,communities,and specialized institutions to jointly provide comprehensive socialized elderly care services for the elderly and build a social support system for home-based elderly care recipients to meet their diverse needs.However,the development of digital governance,digital finance,smart elderly care,and other fields in the digital intelligence era poses new challenges and requirements for the provision of social support to home-based elderly care recipients,especially regarding how social support can effectively adapt to and integrate into the digital technology environment.Due to the digital disability of the social support system for home-based elderly care recipients in four dimensions:social,institutional,cultural,and technological,in the digital intelligence era,the diverse social support entities for the elderly need to make changes from four dimensions:building a digitally inclusive society,revising and improving laws,regulations,and systems related to the elderly in the digital intelligence era,changing the elderly’s concepts of elderly care in the digital intelligence era,and accelerating the iteration of digital technologies related to the elderly.These changes aim to promote the revision and improvement of the social support system for urban home-based elderly care recipients in the digital intelligence era.
