治理现代化视域下建设韧性安全城市的理论逻辑与实践路径

摘　　要：随着社会风险的不确定性和城市运行的高度复杂性交织叠加,城市安全面临严峻挑战,建设韧性安全城市已成为我国当前重要的政策取向。习近平总书记关于韧性安全城市的重要论述,深刻阐释了建设韧性安全城市和城市治理现代化之间的内在逻辑,为韧性安全城市研究提供了新的视角、赋予了新的内涵、提出了新的要求。其理论创新突出体现在人民性、系统性、总体性、预防性、基础性和精准性六个方面,构建了中国特色社会主义韧性安全城市的理论框架,为全面推进韧性安全城市建设提供了根本遵循。立足实践发展,应从韧性安全城市治理体系的结构、过程、制度和工具四个维度着力,形成以党委领导为核心的多元协同组织体系、全生命周期的韧性安全治理体系、韧性安全城市的制度法治体系和数字化韧性安全治理能力。With the buffing of the uncertainty of social risks and the high complexity of urban operation,urban security is facing severe challenges.Building resilient safe cities has become an important policy orientation at present.General Secretary Xi Jinping's important discourse on resilient and safe cities profoundly expounds the inherent logic between building resilient safe cities and the modernization of urban governance,establishing a new perspective,endowing new connotations,and proposing new requirements for the research of resilient safe cities.Its theoretical innovation is highlighted in six aspects:people-oriented,systematic,overall,preventive,foundational,and precise.It constructs a theoretical framework for resilient safe cities with Chinese characteristics and provides fundamental guidance to the construction of resilient safe cities.Based on practical development,efforts should be made from the structure,process,system,and tools of the resilient safe city governance system,to form a diversified collaborative organizational system with the leadership of the Party committee,a resilient and safe governance system throughout the entire life cycle,an institutional and legal system for resilient safe cities,and digital resilience and safe governance capabilities.
