空间正义视角下城市治理要素的挖掘与整合——基于江苏省P市的案例考察

摘　　要：城市治理,是国家治理体系和治理能力现代化的重要内容。基于空间正义理论和城市集合理论,提出“治理场域—治理目标—治理机制”的分析框架,通过对江苏省P市的案例考察、探究城市如何整合治理要素。研究发现,P市通过搭建公共空间治理平台,充分挖掘并发挥了政治、市场和社会三类要素的功能。治理要素的整合一方面通过关系驱动,重构要素内部成分之间的关系,政治要素突出协同治理、市场要素突出开放共享、社会要素突出多元主体;另一方面通过过程驱动,融合自上而下的制度设计与自下而上的合作生产,实现要素间动态调适与协同进化。通过要素整合机制,空间正义的治理目标——制度正义、过程正义、主体正义——在城市空间治理中得以实现。丰富完善的治理要素整合分析框架,为我国其他城市治理提供参考。Urban governance is an essential component of the modernization of the national governance system and capabilities.Based on the theoretical foundations of spatial justice and urban agglomeration,this paper introduces an analytical framework,encompassing Governance-Field-target-Mechanism,to explore the integration of governance elements in City P of Jiangsu through a case study.The research reveals that City P has fully leveraged the functions of political,market,and social elements through the establishment of a public space governance platform.The integration of these governance elements is facilitated through dual mechanisms:relationship-driven and process-driven.On the relational front,elements' internal connections are reconstructed,where political elements emphasize collaborative governance,market elements prioritize open sharing,and social elements underscore the diversity of stakeholders.Meanwhile,process-driven mechanisms combine top-down institutional design with bottom-up co-provision behaviors,promoting dynamic adaptation and co-evolution among the elements.This comprehensive and nuanced analytical framework for the integration of governance elements serves as a valuable reference for urban governance endeavors in other cities across China.
