经济政策不确定环境下的企业创新行为研究——基于上市企业的经验数据

摘　　要：创新是发展新质生产力、推动经济高质量发展的重要引擎。企业是科技创新的实施主体,企业创新活动对新质生产力发展具有重要作用,同时又受到宏观环境变化的影响。以2012—2022年我国上市企业数据为研究样本,实证探究经济政策不确定性对企业创新的影响。研究发现,经济政策不确定性对企业创新具有显著的正向影响;相较于企业策略性创新,经济政策不确定性对企业开发性创新的影响更为明显。异质性分析发现,经济政策不确定性对国有企业、高竞争行业企业、东部地区企业的创新具有更明显的促进作用。因此,可以在强化宏观政策择机性、营造公平市场竞争环境、加速全国统一大市场建立、加大知识产权保护力度等方面下功夫,进一步激发企业创新活力。Innovation is an important engine for developing new quality productive forces and promoting high-quality economic development.Enterprises are the main implementers of technology innovation,and enterprise innovation activities play an important role in the development of new quality productive forces,while also being influenced by changes in the macro environment.Using data from Chinese listed companies from 2012 to 2022 as the research sample,this study empirically explores the impact of economic policy uncertainty on enterprise innovation.Research has found that economic policy uncertainty has a significant positive impact on corporate innovation.Compared to strategic innovation in enterprises,the impact of economic policy uncertainty on developmental innovation in enterprises is more pronounced.Heterogeneity analysis found that economic policy uncertainty has a more significant promoting effect on innovation in state-owned enterprises,highly competitive industry enterprises,and enterprises in the eastern region.Therefore,efforts should be made to strengthen the timing of macro policies,create a fair market competition environment,accelerate the establishment of a unified national market,and increase intellectual property protection to further stimulate the innovation vitality of enterprises.
