摘　　要：高效能的区域创新体系是提升国家创新体系整体效能的关键。基于创新体系功能观视角,构建了“主体-环境”的创新体系效能理论模型,分析了“十三五”时期省级区域创新体系效能的提升路径。结果表明,单个条件并不能形成区域创新体系的高效能或低效能。通过主体与环境功能之间的交互,构建三类效能提升路径:包容性创业型区域创新体系、金融服务型区域创新体系和科技自循环型区域创新体系。其中,包容性创业型区域创新体系包括劳动密集创业型创新体系和生产密集创业型创新体系两类;金融服务型区域创新体系包括自循环金融服务创新体系和外向型金融服务创新体系两类。未来,提升区域创新体系效能应聚焦,因地制宜构建区域创新体系、弘扬企业家精神、强化对创新的金融支持力度和提升科技攻关能力。The regional innovation system is an important part of the national innovation system,and it is an important support for the in-depth implementation of major national regional development strategies and the construction of an innovative country.Improving the efficiency of the regional innovation system has become the key to improving the overall efficiency of the national innovation system.Due to the differences in resource endowment and governance mode between countries and regions,the construction mode and operation mode of regional innovation system are different,and there is no"best practice"regional innovation system.Therefore,it is necessary to deeply explore the differentiated improvement path of the efficiency of regional innovation system.From the perspective of function,the innovation system mainly consists of two parts:"subject"and"environment".The former is the function of innovation subject,that is,the process of innovation by various innovation subjects,including R&D and commercialization of technology.This part determines the innovation efficiency of the innovation system.The latter is the environmental function of the innovation system,which supports all kinds of innovation environments in which innovation subjects carry out activities.The innovation subject cannot exist independently of the innovation environment,but can achieve high-efficiency operation by being embedded in the innovation environment.The innovation environment constantly improves the functions of the innovation system through mutual adaptation with the innovation subject.According to the"subject-environment"framework of functional view,the improvement of regional innovation efficiency is a process in which the innovation subject function continuously improves the efficiency and ability of innovation system under the support of innovation environment function.Based on the perspective of functional view of innovation system,this paper analyzes the improvement path of provincial regional innovation system efficiency during the 13th
