多尺度城市更新的实践与启示——以西安市为例

摘　　要：城市更新已成为我国落实新型城镇化战略和国土空间规划、打造健康城市和高质量城市的重要抓手。如何科学有序开展城市不同层次的更新行动是重要的研究命题。基于此,构建分析框架,以西安市为例,探究多尺度城市更新的实践。结果表明:西安市微观、中观与宏观结合嵌套的多尺度、多层次更新实践范式,引领了城市健康可持续发展。微观以修代拆、点式激活,以人为本、改善人居环境;中观采用改造、拆除、保护与修复的方式,补齐城市短板,助推城市经济;宏观从点-线-面系统落实更新战略,建设健康城市。研究认为,要构建多尺度城市更新治理体系,政府主导推动多层次城市更新,体现与新城市主义的融合共通,从而提升城市治理水平和居民的居住品质。Urban renewal has become an important part of implementing the new urbanization strategy and land spatial planning in China,creating healthy cities and high-quality cities.Consequently,how to carry out urban renewal at different levels scientifically and orderly is an important research proposition.Based on this,the paper constructs an analysis framework and takes Xian city as an example to explore the practice of multi-scale urban renewal.The results show that the multi-scale and multi-level renewal practice paradigm,which combines micro,meso and macroscopes,leads to the healthy and sustainable development of Xian city.The micro view adopts practices such as repair instead of demolition,point activation,people foremost,and the improvement of the living environment.The middle view adopts the methods of transformation,demolition,protection and restoration to make up for the shortcomings of the city and boost the urban economy.The macro view implements the renewal strategy within the point-line-surface system to build a healthy city.According to the study,it is necessary to build a multi-scale urban renewal governance system,promote government-led multi-level urban renewal,and absorb and learn from the relevant concepts of new urbanism,so as to improve the level of urban governance and residentsliving quality.
