高职专科院校举办职教本科专业的政策问题与对策研究

摘　　要：《职业教育法》《本科层次职业教育专业设置管理办法(试行)》支持高职专科院校举办本科层次职业教育专业,但未取得突破。为解决高职专科院校举办本科层次职业教育专业的政策问题,建议修订《高等教育法》,使其与《职业教育法》在支持“高职专科院校举办本科层次职业教育”上表述一致;完善本科层次职业教育学位授予相关文件,使高职专科院校也能获得学士学位授予权;出台可操作的制度文件,遴选高职专科院校举办本科层次职业教育的专业;继续联办本科,出台备案制政策及逐步退出政策,使高职专科院校走向自己举办本科层次职业教育专业的道路,从而优化现代职业教育体系,实现“纵向贯通”;强化专业建设与发展的针对性,使高职专业精准对接产业需求。The Vocational Education Law and the Administrative Measures for the Establishment of Undergraduate-level Programs of Vocational Education(Trial)support higher vocational colleges in offering undergraduate-level vocational education programs.However,litle progress has been made in practice.To address the policy issues of offering undergraduate-level programs of vocational education,we propose four suggestions.Firstly,it is suggested to revise the Higher Education Law to align its provisions with the Vocational Education Law in supporting higher vocational colleges in offering undergraduate vocational education programs.Secondly,it is suggested to improve relevant policies regarding the conferral of bachelor's degrees for undergraduate-level programs of vocational education,so that the higher vocational colleges can obtain the rights of conferring bachelor's degrees.Thirdly,practical and operational policy documents should be introduced to guide the selection of the undergraduate-level programs of vocational education.Fourthly,existing joint undergraduate programs should continue,while a record-filing policy and a phased exit mechanism should be established to enable higher vocational colleges to independently offer undergraduate vocational education programs.Then,the modern vocational education system will be optimized and achieve""vertical integration".Fifthly,program development should be more targeted,ensuring that vocational education programs precisely align with industry demands.
