摘　　要：在数字化转型中,社会保障的技术红利与制度挑战并存。为应对这一局面,需构建以人民需求为中心的数字服务生态系统,推动社会保障的数字化结构改革与系统集成。具体而言,应聚焦全要素保障、动态化筹资、精准化待遇计发、可持续权益和数字治理共同体,实现设计、组织、业务、服务和生态的集成化发展。同时,围绕数字民生要求和数字社保规律,以新质生产力赋能要素升级,以可持续战略引导风险识别,以平台化缴费机制实现筹资公平,以数字化技术强化管理规范,以新业态弹性助推服务流程再造,以智能化监管确保基金安全,系统推进社会保障制度创新。面向包容性数字未来,需在技术祛魅、理性想象和制度正义的框架下,审视社会保障“智能综合体”的创新力、想象力和生命力,为社会保障高质量发展提供支撑。The digital transformation era presents both technological opportunities and institutional challenges for social security systems.To navigate this landscape,it is essential to establish a digital service ecosystem centered on people's needs,promoting structural reforms and system integration within social security.Specifically,efforts should focus on comprehensive protection,dynamic funding mechanisms,precise calculation and distribution of benefi ts,the sustainability of rights,and a shared digital governance community,achieving integrated development in design,organization,operations,services,and ecosystems.Meanwhile,aligning with the demands of digital livelihood security and the principles of digital social security,it is crucial to enhance factor upgrades with new productive forces,guide risk identifi cation with sustainable strategies,achieve funding fairness through platform-based payment mechanisms,enhance management norms with digital technologies,facilitate service process re-engineering with new business models,and ensure fund security with intelligent supervision,thereby systematically advancing institutional innovation in social security.Looking towards an inclusive digital future,it is imperative to examine the innovation capacity,imagination,and vitality of the social security"intelligent complex"within the frameworks of technological demystification,rational envisioning,and institutional justice,thereby supporting the high-quality development of social security.
