我国省级政府数据开放平台信息服务质量测度实证研究

摘　　要：【目的/意义】基于用户视角探究我国省级政府数据开放平台信息服务质量情况,构建我国省级政府数据开放平台信息服务质量评价体系,为我国政府数据开放平台信息服务质量提升提供理论与实践指导。【方法/过程】结合信息生态理论并参考前人研究结果,构建我国省级政府数据开放平台信息服务质量评价体系,从信息、信息人、信息技术与信息环境4个维度,通过物元可拓分析方法对我国21个省级政府数据开放平台进行信息服务质量测度。【结果/结论】研究发现,我国省级政府数据开放平台信息服务质量参差不齐,多数平台存在指标缺失情况,此外设置有“无障碍数据浏览”或“老年人模式”的平台,其信息服务质量较高,因此将特殊用户群体的需求纳入平台建设对提升平台信息服务质量有较高作用。【创新/局限】运用物元可拓分析方法从信息生态理论视角全面测评了我国21个省级政府数据开放平台信息服务质量情况,但研究样本只涉及省级政府数据开放平台,未来将进一步扩大样本范围,以更为客观的研究方法,进一步优化政府数据开放平台信息服务质量评价结果。【Purpose/significance】Based on the user perspective,this study aims to explore the quality of information services on provincial-level government data open platforms in China,construct an evaluation system for the quality of information services on provincial-level government data open platforms,and provide theoretical and practical guidance for improving the quality of information services on government data open platforms in China.【Method/process】Based on the theory of information ecology and referring to previous research results,a quality evaluation system for information services of provincial-level government data open platforms in China is constructed.Through the method of matter element extension analysis,the information service quality of 21 provincial-level government data open platforms in China is measured from four dimensions:information,information people,information technology,and information environment.【Result/conclusion】Research has found that the information service quality of provincial-level government data open platforms in China is uneven,and most platforms have missing indicators.In addition,platforms with"accessible data browsing"or"elderly mode"have higher information service quality.Therefore,incorporating the needs of special user groups into platform construction has a high effect on improving the quality of platform information services.【Innovation/limitation】The use of matter element extension analysis method comprehensively evaluated the information service quality of 21 provincial-level government data open platforms in China from the perspective of information ecology theory.However,the research sample only involves provincial-level government data open platforms.In the future,the sample range will be further expanded to use more objective research methods to further optimize the evaluation results of information service quality of government data open platforms.
