环境规制与区域绿色技术多样化——来自“大气十条”政策的证据

摘　　要：本文基于演化经济地理学的区域多样化理论,采用全国240个城市181类技术2003—2021年的面板数据,以“大气十条”(《大气污染防治行动计划》)作为准自然实验,利用双重差分方法考察了大气政策对区域绿色技术多样化的影响。研究表明,“大气十条”政策对重点控制城市的污染技术多样化发展具有明显抑制作用,但对绿色技术多样化发展的作用并不显著;区域绿色、污染技术多样化都遵循演化经济地理学“关联性法则”,但大气政策的实施显著降低了区域绿色技术多样化进程对已有绿色知识基础及非绿色知识基础的依赖性,也降低了区域污染技术对非绿色知识基础的依赖性。“大气十条”的政策效应存在异质性,这与区域的供给侧结构有关。因此,需要全面评价大气政策对区域技术多样化的影响,以不同类型的环境规制政策组合撬动区域绿色创新。This present paper explores the impact of environment regulation for"Atmosphere Ten Articles"at the national scales on the regional green technological diversification from the perspective of evolutionary economic geography,using panel data on 240 Chinese cities 181 types of patents for the period 2003-2021.Employing difference-in-differences methods,we find that:the policy of"Atmosphere Ten Articles"inhibits regional diversification into"dirty"technologies,on the contrary,it exerts no significant impact on the regional diversification into green technologies.Relatedness is highly relevant in explaining regional specialization in both green and dirty technologies,however,the role of"Atmosphere Ten Articles"negatively moderate the effect of(green and non-green)relatedness on green technological diversification and(non-green)relatedness on dirty technological diversi-fication.The effects of the"Atmosphere Ten Articles"have significant heterogeneity in terms of demand-side structure.Therefore,a more comprehensive assessment of air policy is needed to be better understand how to facilitate new regional green technology developments.
