转型社区治理共同体建设的“转译”:逻辑与进路——基于重庆市3个转型社区的案例分析

摘　　要：转型社区治理共同体建设是我国城乡融合发展与治理现代化的重要议题。转型社区作为城乡连续谱的中间环节,兼具“社区”“共同体”两种生活形态,其治理共同体建设的逻辑呈现揭示了转型发展中城乡要素立体融合、互构共生的细节。对重庆市3个转型社区的研究发现,治理共同体建设经历了问题化、利益相关化、征召与动员等4个阶段。其中,问题化阶段实现了社区公共问题与行动者自身问题的相互转化,利益相关化阶段完成了多元行动者的利益汇集与共同利益的拆分赋予,征召阶段就可行措施开展民主协商并敲定行动方案,而动员阶段则催生了真正的行动参与。层级“转译”推动并形成了社区空间更新中“现象—问题—议题—协商—行动”的过程闭环。针对现有研究的不足,相应地提出推动“转译者”角色转换、畅通“转译”枢纽空间以及优化“转译”过程机制的实践进路。The construction of a governance community in transitional communities is an important issue in the integrated urban-rural development and governance modernization in China.As an intermediate link in the urban-rural continuum,transitional communities have both"community"and"communal"forms.The logic of building a governance community in these contexts reveals the intricate details of the multidimensional integration and mutual construction of urban and rural elements in the transitional development.A study of three transitional communities in Chongqing found that the construction of a governance community undergoes four stages:problematization,stakeholder engagement,enlistment,and mobilization.In the problematization stage,community public issues and the actors'own issues are mutually transformed.The stakeholder engagement'stage involves the aggregation of interests among diverse actors and the allocation of common interests.The enlistment stage focuses on democratic deliberation over feasible measures and finalizing action plans,while the mobilization stage fosters genuine participatory action.Hierarchical"translation"promotes and forms a closed-loop process of"phenomenon-problem-issue-deliberation-action"in community space renewal.In view of the shortcomings of existing research,this study proposes practical approaches to facilitating the role transformation of"translators,"streamlining the"translation"hub space,and optimizing the"translation"process mechanism.
