摘 要:2002年以来,澳大利亚存在着严重的中国素养赤字,引发一系列溢出效应:政治层面的涉华战略误判、经济层面的“以经济稳政治”策略难以为继,以及社会层面的对华焦虑和排斥。这主要是因为澳大利亚缺乏系统性规划、涉华研究资金投入乏,以及“中国知识”成果转化辱弱。澳大利亚政府鼓励大学采取针对性策略从培养目标、培养载体和培养层次等多方面入手,试图为澳大利亚学生打造专门的中国素养培养模式,以双边合作推动中国素养的稳定培养,并在全国范围内加强涉华研究力量的统筹协调。然而,澳大利亚对中国仍存疑惧心理,华裔和华人群体被排除在涉华战略核心之外,培养通晓中国的专家是为了更好地制定对华政策。In recent years,there has been a serious deficit of China literacy in Australia,which has led to a series of spillover effects:strategic misjudgment on China at the political level,the unsustainability of the strategy of"stabilizing politics by economy"at the economic level,and anxiety and rejection of China at the social level.This is mainly due to the lack of systematic planning in Australia,the lack of funding for China-related research and the weak translation of Chinese knowledge achievements.The Australian government encourages its universities to adopt targeted and special strategies,starts from various aspects such as training objectives,training carriers and training levels,and tries to create a special Chinese literacy training model for Australian students,promotes the steady cultivation of Chinese literacy through bilateral cooperation,and strengthens the overall coordination of Chinarelated research forces across the country.However,Australia remains suspicious of China,the ethnic Chinese and the Chinese community are excluded from the core of China-related strategy formulation,and the training of experts in the field of China studies aims to better formulate China policy and restrain China's development.
