摘 要:海洋环境效率的测度及其影响因素的研究,对于指导沿海地区可持续发展、保护海洋生态系统以及应对全球气候变化具有深远的意义。以广东和广西为实证研究对象,采用DEA模型、超效率模型、Malmquist模型,构建海洋环境效率投入产出指标体系,测算了2016-2022年广东和广西的资源消耗指数和环境污染指数、海洋环境超效率值,并利用Tobit面板模型探讨了海洋环境效率的影响因素。结果表明:①广东和广西资源消耗指数和环境污染指数呈现总体上升的趋势;②广东的海洋环境超效率值在各个年份普遍高于广西,说明广东在海洋环境效率方面表现更优;③地区人均GDP、海洋产业结构和海洋科技人员的数量对海洋环境效率有正向影响,地区进出口总额占GDP和港口货物吞吐量的增加对海洋环境效率产生不利影响。最后提出了加强环境规制与监管、推动绿色发展、加强科技创新、加强区域合作与信息共享以及提升公众环保意识等政策建议,以提高海洋环境效率,改善海洋环境质量。The measurement of marine environmental efficiency and its influencing factors have profound significance for guiding sustainable development in coastal areas,protecting marine ecosystems,and addressing global climate change.Taking Guangdong and Guangxi as empirical research objects,this paper used DEA model,Super-Efficiency model,and Malmquist model,and constructed an input-output index system for marine environmental efficiency to calculate the resource consumption index,environmental pollution index,and marine environmental super efficiency value of Guangdong and Guangxi from 2016 to 2022,and explored the influencing factors of marine environmental efficiency using Tobit panel model.The results showed that:①The resource consumption index and environmental pollution index in Guangdong and Guangxi showed an overall upward trend.②The super efficiency values of Guangdong′s marine environment were generally higher than those of Guangxi in various years,indicating that Guangdong performs better in terms of marine environmental efficiency.③The per capita GDP,marine industry structure,and number of marine technology personnel in a region had a positive impact on marine environmental efficiency,while the increase in the proportion of regional import and export volume to GDP and port cargo throughput had an adverse impact on marine environmental efficiency.Finally,this paper put forward policy recommendations to strengthen environmental regulation and supervision,promote green development,enhance technological innovation,strengthen regional cooperation and information sharing,and enhance public environmental awareness,in order to improve the efficiency and quality of the marine environment.
