摘　　要：党的十八大以来,以习近平同志为核心的党中央在推进依规治党的过程中,高度重视评估机制在推动全面从严治党中发挥的重要作用。科学构建党内法规实施评估机制是坚持依规治党、推动全面从严治党的重要举措,更是深入推进新时代党内法规制度体系建设实现高质量发展的重要抓手。科学构建这一评估机制,必须以习近平新时代中国特色社会主义思想为指导,立足党内法规实施评估机制理论研究和评估实践的现实需求,贯穿全过程评估和评估方法的内在逻辑,紧紧围绕评估启动程序、实施过程和结果运用三个方面形成环环相扣的完整闭环。其中,实施过程要以设置合理的评估标准和建构有效的指标体系为着重点,不断凸显评估的科学性与针对性;结果运用要以提高党内法规制定质量为着力点,不断完善党内法规的清理、修改和优化联动机制,加快推进中国特色党内法规实施评估自主知识体系的建构。Since the 18th National Congress of the Communist Party of China,the Party Central Committee,with Comrade Xi Jinping at its core,has highly valued the important role of the evaluation mechanism in promoting the Party's governance according to the regulations.The scientific construction of the assessment mechanism for the implementation of intra-Party regulations is an important measure to adhere to the principle of rule-based governance and to promote comprehensive and strict Party governance.It is also a key step in deepening the construction of the intra-Party regulatory system in the new era and achieving high-quality development.To scientifically establish this evaluation mechanism,it must be guided by Xi Jinping's thought on socialism with Chinese characteristics for a New Era,based on the practical needs of theoretical research and evaluation practice regarding the implementation of intra-Party regulations.It should integrate the inherent logic of the entire process of evaluation and evaluation methods,focusing on three key aspects:the initiation procedure,implementation,and the application of results,which form a complete and interconnected loop.In the implementation process,reasonable evaluation standards and constructing an effective indicator system should be emphasized,continuously to highlight the scientific nature and relevance of the evaluation.As to the application of the results,improving the quality of intra-Party regulation formulation should be focused,continuously improving the linkage mechanism for the clearance,revision,and optimization of intra-Party regulations,and to accelerate the construction of an independent knowledge system,as well as the evaluation of the implementation of Party regulations with Chinese characteristics.
