摘　　要：跳水是一种技能主导类难美性项目。技能主导类表现难美性项群运动员在比赛中的表现形式具有明显共性特点,即需在比赛过程中完成整套动作的展示,并由裁判根据规则进行评判。在跳水项目的比赛中,运动员通过展现跳水动作的技术美感、高难度动作的完成度、动作质量和技术规格来获得裁判员的认可。裁判员依据竞赛规则给予主观评分,在全部运动员完成每轮动作后,根据累计分数进行排序,决定最终排名。跳水比赛中,选手的运动成绩不仅受自身技术水平发挥、比赛规则、竞争对手临场表现等因素的影响,裁判员的专业水平和道德水平同样对竞赛成绩起到重要作用。裁判员业务水平的高低直接决定了比赛的进度能否顺利进行、运动员技战术的运用效果,甚至影响了跳水项目的可持续发展。基于此,必须以发展的眼光和国际化的视角来规范裁判员的临场判罚,提出协同治理的理念和路径,并针对其存在的不足提出相应的治理对策。Diving is a skill dominated,difficult and beautiful event.The performance forms of athletes in skill dominated,difficulty and beauty expression event group have obvious common characteristics in the competition,that is,they need to complete the display of a whole set of movements during the competition,and the referees will judge according to the rules.In the diving competition,athletes gain the recognition of the referees by showing the technical beauty of diving movements,the completion of difficult movements,the quality of movements and technical specifications.The referees give subjective scores according to the competition rules.After all athletes have completed each round of movements,they are ranked according to the accumulated scores to determine the final ranking.In the diving competition,the athletes'sports performance is not only affected by factors such as their own technical level,the rules of the competition,and the on-the-spot performance of competitors,but also by the professional and moral level of the referees.It also plays an important role in the competition results.The level of the referee's professional level directly determines the progress of the competition and whether it can be carried out smoothly,determines the application of athletes'skills and tactics,and even determines the sustainable development of the diving project.Based on this,it is necessary to standardize the referee's on-the-spot penalties with a developmental and an international perspective,and put forward the concept and path of collaborative governance to propose corresponding governance countermeasures for its existing deficiencies.
