摘　　要：随着“健康中国”战略的推进、医学技术的快速发展和公民健康意识的不断增强,个人健康权越来越被重视,公共健康权的重要性也开始凸显,二者在现阶段呈现出相互影响、互相促进的总体态势;但在突发公共卫生事件这一社会背景下,二者却会存在一定的冲突而需要予以有效平衡,即为应对这一状况所可能带来的公共卫生危机,需要分析两种权利间的冲突状态,再由此针对社会条件突变、主体利益需求差异、集体权利与个体权利冲突等诸多原因,通过修复社会平衡状态、加强公共卫生服务体系建设、建立权利平衡保障机制等方式,实现二者之间的动态平衡。With the promotion of the"Healthy China"strategy,the rapid development of medical technology and the continuous enhancement of citizens'health awareness,the individual right to health has been paid more and more attention,and the importance of public right to health has also begun to highlight,and the two present an overall trend of mutual influence and mutual promotion at this stage.However,in the social background of public health emergencies,there will be certain conflicts between the two,which need to be effectively balanced.In other words,in order to deal with the public health crisis that may be brought about by this situation,the conflict between the two rights needs need to be analyzed,and the reasons for sudden changes in social conditions,differences in the interests of subjects,and conflicts between collective rights and individual rights should be addressed.The dynamic balance between the two should be achieved by repairing the state of social balance,strengthening the construction of the public health service system,and establishing the right balance guarantee mechanism.
