摘  要:就业是最大的民生,推动高质量就业既是时代发展的需要,也是实现人口规模巨大的现代化的需要。高质量就业的本质是优化劳动力资源配置,实现劳动力供给与时代需求相融合,实现充分就业、公平就业和体面就业。蓬勃发展的数字经济为高质量就业的实现提供了新的契机。数字经济能够创造就业机会,促进充分就业;能够优化就业结构,促进公平就业;能够改善就业环境,促进体面就业,最终实现高质量就业。但数字经济在助力高质量就业的过程中带来了结构性失业风险增加、新就业形态劳动者权益缺乏保障、数字人才匮乏等一系列消极影响。因此,需要出台数字就业优先政策,支持发展就业新形态;推进传统产业数字化转型,培育壮大数字经济新产业,吸纳带动更多就业;完善社会保障制度,提供就业保障;建设多层次数字人才培养体系,培育“数字人才”,以此破解数字经济发展给就业市场带来的现实困境,推动实现更高质量和更加充分的就业。Employment is the greatest livelihood of the people,and promoting high-quality employment is not only the need of the development of the times,but also the need to realize the modernization of a huge population.The essence of high-quality employment is to optimize the allocation of labor resources,realize the integration of labor supply and the needs of the times,and achieve full,fair and decent employment.The booming digital economy provides new opportunities for the realization of high-quality employment,which can create employment opportunities and promote full employment,optimize the employment structure and promote fair employment,improve the employment environment and promote decent employment,and ultimately achieve high-quality employment.However,in the process of realizing high-quality employment facilitated by the digital economy,it still faces practical challenges such as the increased risk of structural unemployment,the imperfect digital employment service system,the mismatch between the social security system and diversified employment ways,and the mismatch between the supply and demand of digital talents.Therefore,it is necessary to introduce digital employment priority policies to support the development of new forms of employment,promote the digital transformation of traditional industries,cultivate and strengthen the new industries in the digital economy to absorb more employment,innovate and improve the“Internet+”public employment service system to optimize employment services,improve the social security system to provide employment protection,and build a multi-level digital talent training system to cultivate“digital talents”,so as to solve the practical dilemma brought by the development of the digital economy to the job market,and promote the realization of higher quality and fuller employment.
