张力响应视角下委托型公益项目的形式化问题及其应对

摘　　要：在公益领域资源方多元发展的背景下,相关研究既要关注国家支持情境下公益实践的问题及走向,也应探寻公益实践面临的组织利益与公共利益的矛盾与张力。基于对一个基金会委托项目在J机构三个年度的实践状况的跟踪调查,研究发现,资源方与执行方出现了双重组织利益本位的张力响应倾向,从而造成了公益项目的形式化后果。关系结构、组织结构和外部环境等方面的因素,为形式化问题的发生提供了有利条件。面对项目实践系统的“公益失灵”现象,外部影响主体成为关键的突破口。基于博弈思维下的分析,外部积极介入能够促进组织利益与公共利益之间的张力弥合与选择趋同,推动公益项目形式化问题的解决。Against the backdrop of increasingly diversified resource providers in the philanthropic sector,it is important to focus not only on the issues and trends of philanthropic practices under state support but also on exploring the contradictions and tensions between organizational interests and public interests. Based on a tracking survey of a foundation-commissioned project over three years at Institution J, the study found that the resource provider and the implementing party jointly displayed a dual organizational interest tension-response tendency, leading to the formalization problem of the case project. Factors in relational structure, organizational structure, and external environment provide favorable conditions for the production of formalization problems. Faced with the phenomenon of philanthropy failure in the project practice system, the intervention of external influencing parties becomes a key breakthrough. Based on an analysis grounded in game theory, the active external involvement can facilitate the reconciliation of the tension and the convergence of the choices under organizational interests and public interests, thereby promoting the resolution of the formalization problems in philanthropic projects.
