摘　　要：人才是推动经济社会发展的主力军,也是衡量一个国家综合国力的重要指标。提升人才引领驱动效能是加快建设新时代人才强国的必然举措,也是实现科技自立自强的关键密钥。从理论渊源看,马克思主义人才观和中国古代人才观分别为“人才引领驱动”奠定了理论基石、提供了文化滋养;从价值意蕴看,坚持人才引领驱动能够推动教育科技人才一体化发展、驱动新质生产力加快跃升、引领科技创新成果转化、赋能经济高质量发展和支撑中国式现代化;从实践进路看,提升人才引领驱动效能要从坚持和完善党管人才根本原则、深化“五链”耦合式发展、构建人才引领驱动机制和优化人才发展生态四个方面着手。Talents are the main force driving economic and social development,and also an important indicator for measuring a country's comprehensive national strength.Improving the efficiency of talent leadership and driving is an inevitable measure to accelerate the construction of a talent strong country in the new era,and it is also the key to achieving technological self-reliance and self-improvement.From the perspective of theoretical origins,the Marxist concept of talent and the ancient China concept of talent have laid the theoretical foundation and provided cultural nourishment for the concept of “talent leading and driving”;From the perspective of value implication,adhering to the talent leadership drive can promote the integrated development of education,science and technology talents,drive new quality productivity to accelerate the leap,lead the transformation of scientific and technological innovation achievements,enable high-quality economic development and support Chinese path to modernization;From a practical perspective,improving the efficiency of talent leadership and driving should start from four aspects:adhering to and improving the fundamental principle of the Party's management of talents,deepening the coupled development of the “five chains”,constructing a talent leadership and driving mechanism,and optimizing the talent development ecology.
