从民族团结进步创建到铸牢中华民族共同体意识的逻辑进路

摘　　要：民族团结进步创建和铸牢中华民族共同体意识是民族工作的重要主题。基层工作部门对两者的概念内涵尚存困惑,在实际工作中有混淆使用的情况。通过辨析两者的理论逻辑和实践联系,提出两者的理论逻辑关系可分为静态和动态两个方面:静态逻辑指民族团结进步创建是铸牢中华民族共同体意识的必备基础,后者是前者的根本方向;动态逻辑指从民族团结进步创建到铸牢中华民族共同体意识的发展是各民族交融一体的过程。两者的实践联系也包括两个方面,一方面要以深化民族团结进步创建推动铸牢中华民族共同体意识,另一方面要以铸牢中华民族共同体意识为准绳升华民族团结进步创建。由此,为我国民族理论发展和民族工作实践提供新的思路。The building of ethnic unity and progress and consolidating a strong sense of community for the Chinese nation are important themes in ethnic affairs.Grassroots departments still have confusion about the conceptual connotations of the two,and there are cases of mixed use in practical work.By analyzing the theoretical logic and practical connection between the two,this paper proposes that the logical relationship between the two can be divided into two aspects:static and dynamic.The static logic refers to the fact that the building of ethnic unity and progress is a necessary foundation for consolidating a strong sense of community for the Chinese nation,and the latter is the fundamental direction of the former.The dynamic logic refers to the development from the building of ethnic unity and progress to consolidating a strong sense of community for the Chinese nation,which is a process of integration of all ethnic groups.The practical connection includes two aspects:on the one hand,it is necessary to deepen the building of ethnic unity and progress to promote consolidating a strong sense of community for the Chinese nation;on the other hand,it is necessary to take the consolidating a strong sense of community for the Chinese nation as a guideline to sublimate the building of ethnic unity and progress.Therefore,this provides new ideas for the development of ethnic theory and the practice of ethnic work in China.
