摘 要:教材体系在中国自主知识体系中具有至关重要的地位。境外知名高校公共管理课程体系与教材体系,具有学科交叉、基础与拓展结合、模块化设计、动态调整、数据驱动和全球化视野等特点。中国内地在公共管理教材体系建构上面临理论体系系统性不足、本土实践与国际理论融合度不高、前沿性与创新性不足、理论与实践脱节等诸多短板。中国公共管理的学科、理论与实践发展,为建构自主知识教材体系提供了丰富的实践基础。教育部高等学校公共管理类专业教学指导委员会开展的“新时代公共管理创新教材大系”建设展现了当前中国公共管理学界建构自主知识教材体系的探索。中国公共管理自主知识教材体系建设应以本土化理论创新为核心,遵循模块化与多学科交叉的设计原则,建立动态更新机制,确保教材内容的学术前沿性与实践适用性,加强教材编写团队的多元化与跨学科合作。The textbook system plays a pivotal role in China’s independent knowledge system.Through analyzing the public administration curricular and textbook systems at leading global universities—which feature interdisciplinary integration,balanced foundational-advanced content,modular design,dynamic adjustments,data-driven approaches,and global perspectives,this study reveals that China faces multiple challenges in developing its textbook system of public administration.These include fragmented theoretical system,insufficient integration of local practices with international theories,limited innovation in cutting-edge topics and the gap between theory and practice.The disciplinary development and theoretical-practical advancements in China’s public administration have laid substantial empirical foundations for constructing an independent textbook system.Therefore,the study uses the“Innovative Textbook Series on Public Administration for the New Era,”initiated by the Public Administration Teaching Steering Committee under the Ministry of Education,as an example to illustrate ongoing efforts by China’s public administration academic community to construct an independent textbook system.The construction of China’s independent textbook system for public administration should take localized theoretical innovation as its core.And it is critical to follow design principles of modularization and multi-disciplinary integration,set up a dynamic updating mechanism to ensure the academic frontier and practical applicability of textbook content,and enhance diversification and interdisciplinary collaboration within textbook compilation teams.
